Changing Florida's car insurance system apparently isn't so easy a caveman could do it.

The requirement that Florida drivers carry no-fault personal injury protection is set to expire Oct. 1. Lawmakers, however, are expected next week to try to pass a measure to re-enact it, but in a form that aims to reduce the fraud many say plagued the system.

Insurance companies, however, have been planning for more than a year to see the personal injury protection - or PIP - system disappear. They say it's not so easy to simply undo their preparations. It takes time to reprogram computers, and refigure and apply for new rates. [...]
